Quality Growth Zones

The Quality Growth Zones were identified in TREO's Economic Blueprint as important areas for commercial and industrial activity. These areas are targeted for master planning and strategic investment. Successful development of commercial and industrial employment and investment in these zones is critically important to TREO’s goal of creating high wage jobs in the Tucson region. A list of the Quality Growth Zones is shown below.

Downtown Quality Growth Zone
The Downtown Quality Growth Zone includes the downtown business district, the area across from downtown, west of I-10, and the University of Arizona, which is also part of the Campbell Quality Growth Zone.

The largest employers in the area include the City of Tucson, Pima County, the State of Arizona and the US Federal Court House and Federal Building. Employment in the area is dominated by local, state and federal government and business services.

Campbell Avenue Corridor
The Campbell Avenue Corridor extends one-half mile east and west along Campbell Avenue from roughly 22nd street to Fort Lowell Road. The major employers in the zone include The University of Arizona, University Medical Center, and Tucson Unified School District.

Airport Development Area
The Airport Development Area is located in the area that includes Tucson International Airport and the industrial zone north of the airport. This is one of the most concentrated industrial zones in the Tucson Metropolitan Area. It has easy access to air transportation, railroads, Interstate 10 and 19 and is within one hour of the Mexican border.

Employment in the Airport Development area is dominated by industrial activity. Major employers in the area include: Raytheon Missile Systems, Tucson Airport Authority, Arizona Air National Guard, Intuit, American Airlines, Pepsi Cola Bottling Company, and Universal Avionics.

Kino Parkway Corridor Development Area
The Kino Parkway Corridor Development Area is strategically placed for access to I-10, I-19 and the Union Pacific Railroad. It also is within an easy drive to Tucson International Airport. The area also features commercial and industrial parks.

The employment in the area is well balanced with strong representation in the industrial, services, and public services and retail sectors.

I-19 Corridor Development Area
The I-19 Corridor Development Area is largely undeveloped at this time. It is located along I-19 between Pima Mine Road and Valencia Road. Much of the land in the Corridor is located on the San Xavier Reservation of the Tohono O’Odham Nation. The land is situated between Tucson and the rapidly growing Town of Sahuarita to the south. The area has the potential to attract companies interested in doing trade or shipping with Mexico. The area also has the potential to leverage the presence of the Desert Diamond Casino to attract hotels, restaurants and retail establishments to the area.

I-10 North Corridor
The I-10 North Corridor lies along the Interstate. This area features well developed service, industrial and retail sectors. The corridor has access to I-10 and the Union Pacific railroad. Major industrial employers in the area include: Arizona Portland Cement, Abrams Airborne Manufacturing, Sargent Controls and Aerospace, Apex Microtechnology, Johns-Manville, and Convergys Corporation. Major services firms include: TCIM Services, Krebs Engineers and 3M Engineering and Technology Corporation. Utility companies include Comcast Communications and TRICO Electric Cooperative.

Sahuarita Corridor Development Area
The Sahaurita Corridor Development Area is in the rapidly expanding Town of Sahuarita. The area has access to I-19 and the Union Pacific Railroad. Employment in the area consists largely of retail and service industry jobs. The largest employers are Sahuarita School District, Wal-Mart and La Posada Park Centre.

Commercial and industrial expansion in the area is constrained by mining operations on the west of I-19. Expansion to the east is currently blocked by commercial orchards and Arizona State Trust land. However, some of this land made become available in the future.

I-10 South Corridor Development Area
The I-10 South Corridor is located along I-10 southeast of Tucson . It has access to I-10 and the Union Pacific Railroad. The dominant economic asset of the corridor is the University of Arizona Science and Technology Park which hosts a number of large tenants, including IBM and Citi Cards. In recent years, the area has attracted La Costeña and the Target.com Online Fulfillment Center.

Marana Development Area and Oro Valley Development Corridor Area
The Marana Development Area is contained within the I-10 North Quality Growth Zone though not completely. The Oro Valley Development Corridor Area consists primarily of Innovation Park.
