NOTE: This program expired on December 31, 2011 and the benefits listed here might be reactivated with additional legislation. The Empowerment Zone occupies a geographic area of approx. 17.25 square miles within the Tucson region designated eligible for federal business tax incentives by the U.S. Department of Housing and Urban Development. Those tax credit incentives are designed as a mixture of tax financing and workforce training incentives with a goal of revitalizing the inner city. Empowerment Zone incentives are available to area businesses and zone residents.
For your company to qualify, it must:
- Reside in the Empowerment Zone or Developable Sites.
- And/or employ persons living in the Empowerment Zone.
Tax credits available to businesses:
Employment Tax Credit: Businesses can take an annual tax credit for up to $3,000 per year for each employee who lives and works for the employer in an Empowerment zone.
Work Opportunity Tax Credit: Business can take a tax credit of up to $2,400 for the first year of employment for each 18-39 year- old new employee who lives in an EZ.

Environmental Site Assessment Grants
The City of Tucson, Pima County and South Tucson have created districts (see this map) wherein grant monies will be available for Phase I and II Environmental Site Assessments (ESA). Those properties located within the zones that have not conducted their Phase I and II ESA can apply for and receive grants to complete those studies, which could cost in the range of $1800 to $3500 for Phase I and upwards of $20,000 for Phase II. (Note: An Asbestos Survey and Lead-Based Paint Survey can be conducted in conjunction with the Phase I ESA.) If you wish to have a property assessed, please contact Michael Guymon at (520) 243-1909.
